The history of Samuel Stephen College began in 1946 when Leo Blackburn founded
the Portsmouth Interstate Business College in Portsmouth, Ohio. Nearly 30 years later his son Samuel bought the college
from his father, expanded to new campuses, and created Southeastern Business College.
The proud tradition of dedication to excellence in education that started
